The Obligation to Establish the Systems of Islam The revival of Islam is not only an event that is unfolding, but an obligation for the Muslims to be involved in. The Messenger of Allah (peace be upon him) said: "He, who wakes up in the morning and his interest is anything other than Allah, then he does not belong to Allah, and he who wakes up in the morning and does not care about the Muslims, then he is not amongst them." The horrifying condition of the Muslims world over today, demands that we take action. This current situation cannot be rectified by partial or short-term solutions. The Prophet (peace be upon him) said: "Behold, the Imam/Khaleefah is but a shield from behind whom the people fight and by whom they protect themselves." (Muslim) The Khilafa is a common leadership for all the Muslims in the world. Its role is to establish the laws of the Islamic Shariah and to carry the Dawa of Islam to the world. The pathetic situation of the Muslims today due to the absence of a Khilafa, is proof for the saying of the Prophet (peace be upon him): "Islam and government are twin brothers. Neither of the two can be perfect without the other. Islam is like a great structure and government is its guardian. A building without a foundation crashes down and without a guardian is pilfered and robbed out." The state of the Muslims today cannot be helped unless we work to implement in entirety the systems of Islam. Only then can the justice of Allah the Exalted be brought to bear on earth. For this goal it is necessary to have a single leader for the Muslims (a Khaleefah) who will work with them to implement Islam in its totality. The necessity of a unified leadership for the Muslims, for their safety and the safeguard of Islam, was recognized by the Companions of the Prophet (peace be upon him) too. The Ijma of the Sahabah to establish a Khaleefah manifested itself emphatically when they delayed the burial of the Prophet (peace be upon him) for two nights and three days whilst engaged in appointing a successor to him, knowing that immediate engagement in the burial of the dead person is Fard. This proves the critical nature of the appointment of a Khaleefah for the Ummah. The Prophet’s Method of Establishing the Systems of Islam: The methodology for revival must follow the steps undertaken by the Prophet (peace be upon him) since no other example exists for the establishment of the Islamic state. Moreover, to follow the example of the Prophet (peace be upon him) in a matter of Fard, is itself an obligation (Fard). In summary, the Prophet (peace be upon him) undertook several key steps to establish the first Islamic state:
Any serious attempts at revival must be based upon this methodology, for it is from the Sunnah and not from man's mind or imagination. The above steps taken by the Prophet were not actions restricted only to himself. They were for his companions and are for the sincere Muslims of today to emulate. During history a number of scholars have tackled the problem of how we should respond were we ever to not have the Khilafa and have no Ameer/Khaleefah. Imam Baghawi (600 A.H.) said that if there was no Khaleefah then the Muslims must follow the method of Muhammad (peace be upon him) in establishing the State in order to bring it back. Imam Juwainy (4th century A.H.) also mentioned this methodology. To avoid being sinful for living without the authority of Islam in our midst, it is vital that all Muslims work to establish the Islamic State. The Islamic group(s) must follow the way established by the Prophet (peace be upon him) 1400 years ago. The movement to re-establish Islam is not a violent movement bent on terrorist tactics, or a means of propping up the corrupt systems, never touching the thoughts of the people or the systems ruling over them. The sharp Islamic party of today must emulate the deep culturing process, the open challenge to all Kufr thoughts and laws, and work to build support for such a call not only amongst the masses but with that small band of key people of support who have the reigns of power and ultimate political revival within their grasp. The full implementation of this Shari’ah is the greatest challenge facing the Muslims of today. Indeed without this application of Islam to life’s affairs, we cannot say that we are living by Islam. "Prophet Muhammad (peace be upon him) said: ‘Prophethood will last among you as long as Allah wishes it to last, and then Allah will raise it. Afterwards there will be the Khilafa according to the ways of the Prophethood as long as Allah wishes it to last, then Allah will raise it. Afterwards there will be hereditary rule (by consent) and it will last as long as Allah wishes, then Allah will raise it. Afterwards there will be biting oppression and it will last as long as Allah wishes, then Allah will raise it. Afterwards there will be a Khilafa according to the ways of Prophethood.’ And then the Prophet (peace be upon him) was silent." (MusnadAhmad bin Humbal) Wallahu A'lamu Bissawab
